Grey said as he panted.

"Yes. They take advantage of poor people just like us. Most of them are also from poor families that
can't make a living. Then, they form groups to bully weaker people and collect so-called protection
fees," Grey answered in a gloomy tone.

"Well, doesn't anyone try to subdue and punish them for their crimes?" Rocky asked as he crossed his
arms on his chest, letting out a frown.

"No. Those bandits usually don't stay long in one place. They just charge protection fees and then
eventually leave. Most of them are rather vicious, so even the city guards that are in charge of the
security in the Ghost Capital don't try to interfere with their business. Well, what can you expect? We
